so how are defense strategies devised now? in effect they're devised from the bottom up in both the pentagon and in the congress in a sense. in the pentagon requirements are generated through a process that michelle understands better than i do and i've tried. but i will tell you that by the time that process would reach the level of say michelle, it's not fully baked but it is pretty substantially baked. it is not impossible for a gifted bureaucrat at michelle's level to intervene to move that process but it is challenging because at that point an awful lot of bargains have already been struck. a lot of things have already been put in place. it gets very hard even within the pentagon leadership to fundamentally reorient the posture. meanwhile in the congress a parallel process is happening except it originates in congressional districts and with constituents and constituent enterprises and works its way up through individual congressman. so at the top level, let's say we decry an absence of leadership. suppose they actually w
